What is PNRR and why is it important for agriculture
The PNRR (National Recovery and Resilience Plan) is a public investment program financed by the European Union to support economic and social recovery after the Covid-19 pandemic. The PNRR is made up of six Missions and sixteen Components, which are structured around three strategic axes shared at European level: digitalization and innovation, ecological transition, social inclusion.
One of the sub-measures of the PNRR concerns theinnovation and mechanization in the agricultural and food sector, for which they were allocated at national level 400 million euros. This measure falls under Mission 2, Component 1, Investment 2.3 of the PNRR, and is managed by Ministry of Agriculture, Food Sovereignty and Forestry.
The goal is promote the ecological and digital transition of Italian agriculture, improving sustainability, the efficiency and competitiveness of the sector. In particular, the measure supports themodernization of agricultural machinery, of oil mills and irrigation systems, through theintroduction of precision farming techniques, Of circular economy and of bioeconomy.
Methods of regional tenders for mechanization in agriculture
The notices are issued at regional level and follow the procedures established by MASAF decree n. 413219/20231, which defines the beneficiaries' requirements, eligible expenses, contribution rates and selection criteria. The tenders were published by 31 December 2023 and applications must be submitted by March 31, 2024.
The eligible expenses are those relating topurchase of electric or biomethane agricultural machinery, following the scrapping of older and more polluting vehicles, and of precision agriculture tools, such as software, sensors, weather stations, etc. The contribution rates eligible investment costs vary from 65% to 80%, depending on the type of business and machine purchased.
THE spending limits they are established by individual regional tenders, but in general they are circumvented between 35 thousand and 70 thousand euros per project. There financial endowment available is divided between the Regions and autonomous Provinces based on distribution criteria defined by MASAF.

Eligible expenses
Among the eligible expenses, based on the categories permitted by the decree, there are:
• For the support for investments in machinery and equipment for precision agriculture, expenses are eligible for the purchase of sensors for monitoring crops, climatic, soil and water conditions, weather stations, drones for data collection and distribution of plant protection products, devices for reduction in the use of pesticides, such as pheromone dispensers or insect traps, and software and applications for data analysis and the management of agricultural activities.
• For the replacement of off-road vehicles for agriculture and livestock, expenses for the purchase of electric or biomethane tractors are eligible, after scrapping older and more polluting vehicles, which have a nominal power greater than 50 kW and are equipped with safety and connectivity systems.
• For the investment support for the innovation of oil mills, expenses for the purchase of machines for cold extraction of oil, filtration and conservation of oil, and systems for controlling and traceability of oil quality are eligible.
