Decree no. 144081 introduces significant changes to the support measures for the modernization of the agricultural machinery fleet introduced with decree no. 413219 to access the PNRR funds. Let's analyze in more depth the innovations in terms of resources, timing and objectives pursued.
Decree No. 413219: 400 million for agricultural mechanization
Decree no. 413219 has allocated 400 million euros for the period 2023-2027 in order to facilitate investments in innovative machinery. The contribution covers up to 40% of the investment and is granted on a list of suitable equipment, which tractors, combine harvesters, irrigators and other machines for working the soil, transporting and storing agricultural products. Applications could initially be submitted until 31 March 2024.

What changes thanks to the interventions of the new decree
Decree no. 144081 has provided for theExtension of the deadline for submitting grant applications and not only that; it was deleted the maximum spending limit for categories a) and c) And simplifications have been introduced in the administrative procedures which make things easier for farmers in preparing the paperwork.
The new timetable (source MASAF) provides:
• By the May 31, 2024: deadline for the acquisition of support applications;
• By the June 15, 2024: the Regions or autonomous Provinces communicate the overall value, in euros, of the contributions requested and the number of applications received;
• By the August 31, 2024: selection of eligible applications and formation of the ranking; communication to beneficiaries with indication of the conditions for financing and implementation of the initiative.

What about precision agriculture?
The lines of financing three remain:
• machinery and equipment for precision agriculture (a)
• off-road vehicles – tractors – for agriculture and livestock farming (b)
• smart irrigation systems (c)
A significant part of the budget is directed towards line c, “Investment support for innovation in irrigation and water management systems“.
